The Pennsylvania
legislature established the Higher Education Equal Opportunity Program (Act
101) in 1971. The program provides support services for undergraduate
students whose cultural, economic and educational disadvantages might impede
their ability to pursue higher education opportunities successfully.
Through a program of tutoring, counseling, curricular innovation, and cultural
enrichment activities, students develop as campus leaders and graduate with
marketable skills.
In 1971, the Act 101 Program served 1,124 students at 31
institutions with an appropriation of $1 million. Through the financial
commitment of the Commonwealth, Act 101 has grown, enabling more institutions
to offer educational opportunities to more students. In
2005-2006 Act 101 is serving more than 14,000 students at 75 institutions with
an appropriation of $9.32 million.
